GIS Technician Corporate Services Full Time 6-mo contract– OPSEU Position

The Niagara Peninsula Conservation Authority (NPCA) is a community-based natural resource management agency that works to protect, enhance, and sustain healthy watersheds. With 60 years of experience, the NPCA offers watershed programs and services that focus on flood and hazard management, source water protection, species protection, ecosystem restoration, community stewardship, and land management.

The NPCA is one of 36 Conservation Authorities in the Province of Ontario. With 41 Conservation Areas within the Niagara Peninsula watershed, the NPCA manages lands that are held in public trust for recreation, heritage preservation, conservation, and education. Summary of Duties

Working as part of the Integrated Watershed Management & Information Management Team, the the GIS Technician is responsible for providing core technical and supporting GIS services to staff, including the creation, simple analysis, maintenance and enhancement of associated geospatial data, non-spatial tabular data and reports. This role will be responsible for custom-mapping services supporting a service-oriented enterprise GIS with assisting staff from both the data perspective and assisting associated application development activities to support the Conservation Authority goals and workflows.

Duties and Responsibilities

  • Assist in maintaining data integrity and organizational spatial standards by digitizing, capturing, creating and populating spatial data and information contributing to the maintenance and management of the Enterprise GIS environment.
  • Assist in designing, creating, testing and maintaining NPCA project databases using enterprise relational database management systems.
  • Develop mechanisms and tools to populate or generate data required for custom applications and tools.
  • Assist with the design, implementation and maintenance of open spatial data initiatives and ESRI Web Applications to ensure information is readily available.
  • Provide support and training to staff in using customer applications, standard software packages and computer hardware
  • Provide cartographic services to staff through preparation of custom maps


  • Post-secondary certificate or diploma in Geographic Information Systems
  • Two (2) years’ experience with data creation and data maintenance as well as database management (preferable SQL server)
  • Experience with ArcGIS Online, ArcGIS Enterprise and ArcGIS Desktop
  • Ability to develop and maintain web mapping
  • Excellent attention to detail
  • Strong communication skills with the ability to communicate technical information to a non-technical audience

Location: NPCA Main Office – 250 Thorold Rd, Welland with travel within the watershed (temporarily working remotely)

Salary Range:   $31.63-37.21/hr (35 hours/week – Union Grade 4 - 2021 rate)
