NPCA’s work supports the conservation, enhancement, and sustainability of healthy watersheds with programs and services that focus on drinking water source protection, flood and hazard management, endangered species protection, ecosystem restoration, community stewardship, education, and land management.
NPCA is the caretaker of 41 conservation areas within the Niagara Peninsula watershed held in public trust for recreation, heritage preservation, conservation, and education. These natural and shared greenspaces marry nature, culture, and adventure to create limitless opportunities for discovery.
The Opportunity
Reporting to the Director, Planning & Development, the Manager, Environmental Planning & Policy is responsible for leading the Authority’s environmental planning and policy initiatives as well as the Authority’s infrastructure/Environmental Assessment review section. This role provides oversight and maintenance to the NPCA’s Planning and Permitting Policy Document as well as updates to NPCA Regulatory mapping. The incumbent will have strong communication, analytical and negotiation skills, representing the NPCA on various steering committees.
Key Responsibilities Include:
- Reviewing and commenting on Official Plan reviews and updates as well as Secondary Plans and related planning studies
- Monitoring and commenting on other level of government initiatives and their impact to NPCA and Conservation Authority interests
- Reviews complex Environmental Assessments, Master Plan Infrastructure projects, Planning Act applications related to Public Infrastructure, applications under the Drainage Act, and NPCA Permits related to Public Infrastructure
- Establishing policies, procedures, and best practices to support the NPCA’s Planning review, Environmental Assessment/Infrastructure review and Permitting functions
- Attending project meetings as required, negotiating technical and policy resolutions to complex and contentious policy and regulatory requirements
- Developing, monitoring and updating senior leadership and Board of Directors on key performance indicators for Environmental Planning and Policy
- Assuming delegated approval authority for routine and minor work permits related to the environmental planning and policy team
What you Bring
- A Degree from a recognized university in Planning, Geography or a related field
- Full membership in the Canadian Institute of Planners (MCIP) and a Registered Professional Planner (RPP)
- Minimum seven (7) years’ experience working in development planning approvals and/or a Conservation Authority planning environment
- Two (2) years’ supervisory experience
- Demonstrated understanding of the Conservation Authorities Act, Environmental Assessment Act, Planning Act, Provincial Offences Act, Endangered Species Act, Drainage Act, Aggregate Resources Act, Clean Water Act, Niagara Escarpment Plan, Greenbelt Plan and other related and applicable policies and legislation
- Proficient with ARC GIS software
- Excellent customer service skills along with the ability to manage time and prioritize workloads
