The Niagara Peninsula Conservation Authority (NPCA) is a community-based natural resource management agency that works to protect, enhance, and sustain healthy watersheds. With 60 years of experience, the NPCA offers watershed programs and services that focus on flood and hazard management, source water protection, species protection, ecosystem restoration, community stewardship, and land management.

The NPCA is one of 36 Conservation Authorities in the Province of Ontario. With 41 Conservation Areas within the Niagara Peninsula watershed, the NPCA manages lands that are held in public trust for recreation, heritage preservation, conservation, and education. These natural and shared greenspaces marry nature, culture and adventure to create limitless opportunities for discovery.

The Opportunity

As a Registered Professional Engineer, this role will work collaboratively to ensure that NPCA natural hazard policy and regulatory interests are maintained through technical expert advice and guidance supporting the Planning Review and Permit functions. The incumbent will also provide expert guidance towards other natural hazards and climate resiliency watershed management programs such as floodplain mapping, erosion management, shoreline management and coastal resiliency.

Key Responsibilities Include:

  • Developing, executing and maintaining the prescribed natural hazard management mandatory programs and services including natural hazard mapping, shoreline management plans and coastal resiliency plans
  • Developing, recommending and implementing long-term watershed natural hazard management and resilience programs aligned with the NPCA’s 10-year Strategic Plan and Conservation Authorities Act Mandated Watershed Resources Management Strategy
  • Identify and track best practices and trends/advances in natural hazard management, for possible application within the Authority for continuous improvement
  • Provide technical expertise and direct staff in the review and management of the Authority’s floodplain and shoreline hazard models
  • Ensure high quality data collection, data management and data communication protocols and rigorous data standards are established
  • Collaborate with internal and external stakeholders to identify research and watershed natural hazard management and resiliency services needs
  • Reviewing complex applications under the Planning Act, Aggregate Resources Act, Environmental Assessment Act, Drainage Act, Niagara Escarpment Development Act as well as Ontario Regulation 41/24, providing senior level professional engineering comments and technical expertise related to natural hazard management
  • Successfully negotiating with applicants, developers, municipal staff, consultants or other stakeholders to achieve acceptable solutions in complex or controversial scenarios
  • Provide input into long range policies, procedures and strategies for the NPCA Planning and Permit functions
  • Develop a multi-year program implementation plan and associated annual operating and capital Divisional budgets
  • Develop RFPs, review and select successful candidates and initiate legal agreements for outsourced projects activities. Undertake contract oversight, including signing for invoices, budget and schedule tracking and reviewing deliverables.
  • Leading the Natural Hazard Management and Resiliency division including staff development, managing budgets, and developing and/or revising practices and procedures towards continuous improvement and efficiency
  • Identifying and pursuing opportunities to publish research relating to NPCA projects in peer reviewed journals
  • Working with the Director to establish, execute and manage Memoranda of Understanding (MOU’s) o with municipalities for the delivery of watershed engineering services

What you Bring

  • A Degree in Water Resources, Coastal, Environmental or Civil Engineering
  • Seven (7) years’ experience providing environmental related engineering technical review and program design, including two (2) years’ supervisory experience
  • Demonstrated strong Project Management experience for large multi-disciplinary and multi-stakeholder engineering projects, such as shoreline management plans and floodplain mapping projects
  • Working knowledge of the Conservation Authorities Act and regulations, Planning Act, Draining Act, Niagara Escarpment Planning and Development Act, Aggregate Resources Act, Greenbelt Plan, Place to Grow Plan, Provincial Policy Statement and other related legislation as they relate to natural hazard management and development review
  • Through knowledge of water resources engineering concepts including proficiency in hydraulic and hydrologic computer models including HEC, Visual OTTHYMO, SWMM, MIKE
  • Strong budget management and cost control skills; able to address variances and manage ongoing risks while managing multiple deadlines/work processes
  • Excellent organizational and time management skills
  • Highly developed problem solving and analytical skills to make sound decisions

Home Base Location: NPCA Main Office – 3350 Merrittville Highway, Thorold with travel within the watershed
