NPCA is the caretaker of 43 conservation areas within the Niagara Peninsula watershed held in public trust for recreation, heritage preservation, conservation, and education. These natural and shared greenspaces marry nature, culture, and adventure to create limitless opportunities for discovery.
The Opportunity
NPCA is seeking a qualified Water Resource, Geotechnical or Coastal Engineer for this role , This position provides expert engineering technical review of development and permit applications on behalf of the Authority as they relate to the Planning Act and NPCA regulations. This role will manage external consultants in related engineering and technical services projects. The Water Resources Engineer works with the Watershed Engineering team to provide leadership and guidance across the organization on engineering design services, working within a multi-disciplinary team to implement NPCA project and strategic plan priorities.
Key Responsibilities Include:
- Providing technical engineering plan and permit review of applications submitted under the Planning Act, NPCA regulations and other applications.
- Reviewing submitted relevant documents including, but not limited to, environmental assessment reports, master drainage plans, stormwater management reports and engineering design drawings.
- Using engineering analysis, including hydrologic and hydraulic, geotechnical and/or coastal modeling, to assess policies and technical guidelines compliance for floodplain management, slope stability, shore protection, water balance, and geomorphology plans, technical studies, and design
- Evaluating project sites through sites visits as well as analysis of documentation, requesting follow up as necessary
- Working collaboratively with internal and external stakeholders to recommend sound engineering advice in line with relevant legislation and regulations
- Administering engineering studies for Watershed Management and shoreline projects including floodplain mapping and hazard assessments.
- Preparing and presenting to the NPCA Board of Directors, partner municipalities and other stakeholders on projects and initiatives as required
- Providing engineering expertise in the conception, design and implementation of NPCA projects and priorities
- Leads staff project teams in implementation of relevant projects supporting the strategic plan
What you Bring
- Degree from a recognized university in Civil Engineering specializing in water resources, geotechnical, or coastal engineering
- Licensed as a Professional Engineer (P. Eng)
- Three (3) years’ progressive experience as a Professional Engineer
- Expert knowledge and experience working with relevant computer engineering models (hydraulic, hydrologic, geotechnical and/or coastal)
- Working experience in erosion and sediment control principles and designs
- Knowledge of relevant legislation (including Conservation Authorities Act, Planning Act, Drainage Act and Environmental Assessment Act), as well as policies and technical approaches to stormwater and floodplain management
- Excellent verbal and written communication skills
- Ability to effectively collaborate within a multi-disciplinary team

Home Base Location: NPCA Main Office – 3350 Merrittville Hwy, Thorold, with travel within the watershed
