The Niagara Peninsula Conservation Authority (NPCA) was established in 1959 under the Conservation Authorities Act, and serves approximately half a million people in the Niagara Peninsula Watershed, encompassing the entire Niagara Region and portions of the City of Hamilton and Haldimand County. The NPCA strives to manage the impact of human activities, urban growth and rural activities on the watershed, which includes some of the most sensitive and unique natural areas in Niagara. These lands are held in public trust, allowing the people of Niagara to enjoy its distinctive natural heritage at 42 Conservation Areas, each offering diverse recreational and educational opportunities and a place to experience nature’s beauty.

Summary of Duties

Reporting to the Director, Corporate Services, the Business & Financial Analyst provides organization wide support in the areas of financial reporting, operating & capital budget preparation, capital asset administration, capital planning, performance measurement and other financial and accounting related tasks ensuring compliance with public sector accounting standards and best practices.

Duties and Responsibilities

(a) Develop and maintain database of fixed assets including depreciation, renewal and disposal

(b) Perform analysis as required to ensure fixed asset schedules are accurate and in alignment with corporate goals

(c) Assist with execution of the Capital Planning process

(d) Provide analytic support to determine operational trends and issues as they relate to financial objectives

(e) Manage and coordinate bank deposits for multiple sites and within multiple institutions

(f) Perform bank reconciliations, identifying and investigating gaps

(g) Assist in execution of bi-weekly payroll and filing required remittances in line with approved schedules

Qualifications

• Diploma or Degree in Finance, Accounting or a related program

• CPA designation (or finalist in senior level towards CPA)

• Three years’ experience in finance or accounting

• Experience within the public sector and/or not-for-profit sector an asset

• Knowledge of PSAB standards

• Experience with Sage Financials an asset

• Strong attention to detail and analytical skills

Salary Range: Non-Union Grade 4 - $66,473 - $83,091 per annum (2019 rate)

Location: NPCA Main Office – 250 Thorold Rd W, Welland with occasional travel within the watershed
