Director, Operations & Strategic Initiatives - Full Time Permanent

The Niagara Peninsula Conservation Authority (NPCA) was established in 1959 under the Conservation Authorities Act, and serves approximately half a million people in the Niagara Peninsula Watershed, encompassing the entire Niagara Region and portions of the City of Hamilton and Haldimand County. The NPCA strives to manage the impact of human activities, urban growth and rural activities on the watershed, which includes some of the most sensitive and unique natural areas in Niagara. These lands are held in public trust, allowing the people of Niagara to enjoy its distinctive natural heritage at 42 Conservation Areas, each offering diverse recreational and educational opportunities and a place to experience nature’s beauty.

Summary of Duties

The Director of Operations & Strategic Initiatives is a member of the Executive Management Team and oversees the Operations and Strategic Initiatives divisions. This position reports directly to the CAO/Secretary Treasurer. This key senior position is responsible for providing organizational business leadership, planning and supporting the strategic position of the organization in relation to the Conservation areas and business development. This position drives the manages and implements programs and services that fulfill the mandate of the organization.

Duties and Responsibilities

(a) Provides guidance and leadership to the Operations department including change management and performance management to ensure effectiveness and relevance within the department in support of the Conservation Authority mandate.

(b) Ensures effective development of departmental objectives, work plans and budgets to effectively implement and monitor designated programs.

(c) Develops and directs the implementation of management plans across the NPCA conservation areas.

(d) Develops and maintains positive stakeholder relations both internally and externally, gaining support and creating partnerships in support of NPCA strategies.

(e) Develops long range business plans to maximize funding and increase self-sufficiency.

(f) Prepares and presents portfolio of reports to the NPCA board of directors as requested.

(g) Champions corporate initiatives and adherence to and completion of the strategic plan.

Qualifications

  • Degree in Business Administration or a related field
  • 10 years progressive management, including 5 years senior management experience preferred
  • Experience in project and budget management
  • Knowledge of local government operations as well as related legislation (including Conservation Authorities Act) preferred
  • Experience working for a Conservation Authority is strongly preferred
  • Excellent communication and interpersonal skills
  • Ability to maintain a high degree of confidentiality

Salary Range: $105,522 - $131,902 per annum (2019 rate)

Location: Ball’s Falls Centre for Conservation (3292 Sixth Ave, Lincoln) with occasional travel within the watershed
